摘要
将温室气体排放纳入环境影响评价体系,使环境污染物和温室气体排放评价管理统筹融合,具有重要意义。然而目前重点工业行业环评工作中存在缺少温室气体排放评价基准、缺少温室气体减排可行技术体系等问题,使其难以开展区域削减替代。本文以化工项目为例,分析了碳排放环境影响评价的工作流程,并针对现状存在的问题给出了几点建议。
It is of great significance to integrate greenhouse gas emissions into the environmental impact assessment(EIA)system and make the assessment and management of environmental pollutants and greenhouse gas emissions integrated.However,there are some problems in the EIA work of key industries,such as lack of GHG emission assessment benchmark and lack of feasible technical system of GHG emission reduction,which makes it difficult to carry out regional reduction alternative.This paper takes a chemical project as an example,analyzes the work flow of carbon emission environmental impact assessment,and gives some suggestions for the existing problems.
