Discussion on the Construction of Investment Promotion Mechanism in Gansu

甘肃经济的主要特征为投资拉动型。立足甘肃经济发展和投资促进工作的现状,分析投资促进体制机制不健全、产业链集群精准招商引资方式应用不足、招商引资要素保障和政策供给不到位等问题,围绕“谁去招、招什么、如何招”,提出优化工作机构设置,压实招商责任主体;顺应现代产业细分及集群发展新形势,实施产业链精准招商行动;加强政策供给和要素保障,全力优化营商环境等举措。

The main characteristics of Gansu's economy are investment-driven.Based on the current situation of economic development and investment promotion in Gansu,this paper analyzes the problems of imperfect investment promotion system and mechanism,insufficient application of precise investment promotion methods in industrial chain clusters,and insufficient guarantee of investment promotion elements and policy supply.Centering on“who to recruit,what to recruit,how to recruit”,it is proposed to optimize the working organization setting and shoulder the responsibility of investment promotion.Adapt to the new situation of modern industrial segmentation and cluster development,and implement precise investment promotion actions in the industrial chain;Strengthen policy supply and factor support,and make every effort to optimize the business environment.
