滨海型国家级新区停车综合治理策略研究——以青岛西海岸新区为例

Study on Comprehensive Parking Management Strategy in Coastal National New Area:A Case Study of Qingdao West Coast New Area

城市新区出行规律复杂、交通需求多变,停车问题多发且区域矛盾不一。以青岛西海岸新区为例,探讨滨海型国家级新区的停车综合治理策略。基于城市独特的区位特征、新老界限清晰的发展格局,首先解析了西海岸新区现状静态交通所表现出的失衡特征、闲置特征、季节特征等,以此提出近远期停车治理目标及实施路径。以提升停车现代化综合治理能力为目标,从科学建模选址、景区综合整治、分区差别调控、管理机制完善等方面制定了停车综合治理实施策略,提升停车治理的科学化、精细化、智能化,推动绿色低碳交通体系构建、助力高质量发展。

The travel rules of urban new districts are complex and the traffic demand is changeable,so parking problems occur frequently and regional contradictions vary.Taking Qingdao West Coast New Area as an example,this paper discusses the comprehensive parking management strategy of coastal national new districts.Based on the unique location characteristics and the development pattern of clear boundaries between the old and the new,this paper first analyzes the imbalance characteristics,idle characteristics and seasonal characteristics of the current static traffic in West Coast New Area.Based on this,this paper puts forward the near-term and long-term parking management ideas and implementation paths.In order to improve the comprehensive management ability of parking modernization,this paper formulates the implementation strategy of comprehensive parking management from the aspects of scientific modeling site selection,comprehensive scenic spot renovation,differentiated zoning regulation and management mechanism improvement,so as to improve the scientific,refined and intelligent parking management,promote the construction of green and low-carbon transportation system and help high-quality development.
