生态产品价值实现机制是践行“绿水青山就是金山银山”理念的有形抓手,生态产品价值实现政策是体现理论融合成果、指导实践的关键工具。如何找准政策发力点、打好政策“组合拳”是目前的热点议题。本文通过梳理生态产品价值实现政策演变历程、解析政策层级特征,在充分结合试点经验的基础上,总结出生态产品价值实现的四方面政策需求:增强生态产品价值核算实用性,为生态产品定好交易基价;加快典型案例研究转化,定量化分析试点工作取得的实际成效,对现有举措进行优选;加快生态产品统一市场建设,消除供给侧壁垒,协调地区发展,保障市场公平;多措并举加强价值实现配套机制政策体系建设,完善法律保障、金融交易机制、审计监督机制,精准促进供需主体交易。并提出:生态产品价值实现要与各类生态文明建设内容在政策方面做融合衔接,在实际操作与交易流程上做简化,最终实现“绿水青山”与“金山银山”的双向转化。

The mechanism for realizing the value of ecological products is a tangible tool for implementing the concept of“Lucid waters and lush mountains are invaluable assets”.Policies for realizing the value of ecological products are a critical tool for reflecting the results of theoretical integration and guiding practice.How to combine the advantages of policies to make them more comprehensive and practical is the hot topic of current research.This paper systematically combs through the evolution history and hierarchical structure of the policy of realizing the value of ecological products.This paper summaries and puts forward the policy needs for the realization of ecological product value,based on a study of the pilot experience:(1)Enhance the practicality of accounting for the value of ecological products and set a reasonable base price to be traded;(2)Accelerating the transformation of typical case studies,quantifying the actual results achieved by the pilot work,and optimizing existing initiatives;(3)Accelerating the construction of a unified market for ecological products,eliminating barriers to supply,coordinating regional development,and ensuring market equity;(4)Multi-pronged measures have been taken to strengthen the construction of a policy system of supporting mechanisms for the realization of value,improve legal safeguards,financial transaction mechanisms,and audit and supervision mechanisms,and accurately coordinate transactions between supply and demand entities.Only by integrating the policies on ecological civilization construction,and simplifying the actual operation and transaction process,than we ultimately realize the value of ecological products.
