全域土地综合整治规划功能传导研究——以武汉市东湖国家自主创新示范区为例

Study on the function conduction of land comprehensive improvement planning:taking the Wuhan Donghu National Innovation Demonstration Zone as an example

研究全域土地综合整治规划的功能传导对于有效衔接总体规划和上位规划要求,指导下位规划及具体项目实施,发挥土地综合整治推进生态文明建设,促进乡村振兴发展具有重要意义。本文通过分析土地综合整治规划中功能传导的现实困境,总结国土空间功能传导与土地综合整治规划的关联逻辑,提出建立“目标职能-空间功能-整治项目”的传导逻辑,并以武汉市东湖国家自主创新示范区非集中建设区为例进行实证研究。结果表明:围绕“目标职能-空间功能-整治项目”的传导逻辑,构建“区片-单元-地块”的土地综合整治功能传导体系,可以有效衔接总体规划和上位规划要求,并将相关规划意图在具体项目中予以落实,该功能传导思路可为土地综合整治规划编制和实施提供经验借鉴。

It is of great significance to study the the functional transmission of comprehensive land consolidation planning.This study can effectively connect the requirements of overall planning and upper planning,guide the lower planning and implementation of specific projects,promote the construction of ecological civilization,and Promote rural revitalization.This paper analyzes the realistic dilemma of function transmission in the comprehensive land consolidation planning,summarizes the association logic of the Land space function transmission and comprehensive land consolidation planning,proposes the transmission logic of establishing‘target function-spacefunction-remediation project’finality.This paper takes the Non-intensive Development Areas of Wuhan Donghu National Innovation Demonstration Zone as an example for empirical research.The results of this paper show:Around the transmission logic of this article,Construct a“area-unit-plot”land comprehensive improvement function transmission system,it can effectively connect the requirements of overall planning and upper planning,implement relevant planning intentions in specific projects.The idea of this function conduction can provide experience for the preparation and implementation of comprehensive land consolidation planning.
