摘要
城镇低效用地再开发是城市化发展到一定阶段后改善城镇生活居住环境、推动城镇化高质量发展的必然举措。本文在回顾城镇低效用地再开发政策沿革基础上,梳理低效用地再开发的相关概念,对低效用地的产生原因及再开发动因开展分析,对各地近年来的具体实践进行总结并提炼模式,分析目前城镇低效用地再开发所面临的困难挑战并给出了相关建议。研究认为,城镇低效用地的形成涉及城市发展阶段、资源禀赋、功能结构、土地权益以及城建管理等多方因素,目前各地低效用地再开发实践已形成多种改造模式、激励措施和补偿方式,低效用地再开发面临判别标准、产权类型、收益分配、价值显化等诸多难题,未来需要从法律、政府、标准、产权、资本和功能等多角度综合搭建实施路径。
The redevelopment of inefficient land use in cities and towns is an inevitable measure to improve the living environment of cities and towns and promote the high-quality development of urbanization after urbanization has reached a certain stage.On the basis of reviewing the evolution of urban inefficient land redevelopment policy,this paper sorts out the related concepts of urban inefficient land redevelopment,analyzes the causes and motivations of inefficient land redevelopment,summarizes the specific practices in recent years and refines the model,analyzes the difficulties and challenges faced by urban inefficient land redevelopment at present and gives relevant suggestions.It is found that the formation of inefficient land use in cities and towns involves many factors,such as urban development stage,resource endowment,functional structure,land rights and interests,urban construction management,etc.At present,the redevelopment practice of inefficient land use in various places has formed a variety of transformation models,incentive measures and compensation methods.The redevelopment of inefficient land use faces many problems,such as discrimination standards,property rights types,income distribution,value manifestation,etc.In the future,it is necessary to comprehensively build implementation paths from the perspectives of law,government,standards,property rights,capital and function.
