“十四五”区域特殊教育发展提升路径探析

摘要 “十四五”时期是我国教育致力高质量发展、昂首迈向现代化的时期。2021年12月,《“十四五”特殊教育发展提升行动计划》由国务院办公厅转发给各个部门,这是国家对特殊教育事业发展做出的顶层设计和安排。立足区域发展实际,顺应新时代的新要求,探索区域特殊教育发展提升策略具有重要的理论意义和实践意义。采用文献研究法、问卷调查法、访谈法和个案分析法,深入解读《“十四五”特殊教育发展提升行动计划》,详细分析了当前区域特殊教育发展存在的问题,从社会、政府、组织和项目实施四个维度给出新时代区域特殊教育发展提升路径。 “The 14th Five-year Plan”is a period when China’s education is committed to high-quality development and moves towards modernization.On December 31,2021,the Action Plan for the Development and Promotion of Special Education during the 14th Five-Year Plan period was distributed to various departments as forwarded by The General Office of the State Council,which is the top-level design and arrangement made by the state for the development of special education.Based on the actual situation of regional development and to meet the new requirements of the new era,it is of great theoretical and practical significance to explore the development and promotion strategies of regional special education.The full text adopts literature research method,questionnaire survey method,interview method and case analysis method to deeply interpret the Plan,analyzes the problems existing in the development of regional special education in detail,and gives the development path of regional special education in the new era from the four dimensions of society,government,organization and project implementation.
