政务大模型的技术应用路径及发展建议

The technical application path and development suggestions of large language model for digital government

当前,大模型技术和应用进入高速发展期。大模型技术在语义理解与内容生成等方面的能力,使其在政务领域具有广阔的应用前景。从技术、产业链、应用场景的角度总结了政务大模型的发展现状,提出政务大模型要素架构、关键技术及实现路径,并阐述限制政务大模型进一步发展的问题,最后提出针对性发展建议。

Currently,the technology and applications of large language models(LLMs)have been developed rapidly.The capabilities of LLMs with the capabilities of semantic understanding and content generation have broad application prospects in the field of digital government.This paper summarizes the development of the LLMs for digital government from the perspectives of technology,industrial chain and application scenarios.Then,this paper puts forward the architecture,key technologies,and implementation paths of the LLMs for digital government,expounds the problems that limit the further development of LLMs applications,and finally gives suggestions for further development.
