摘要
作为拥有煤炭、电力、运输、化工等全产业链业务的大型能源企业,国家能源集团针对一直存在的干部难下、员工难出和收入难减等问题,近年来对人事、劳动、分配三项制度进行了大力改革。为了对改革成效进行科学地评价,设计了三项制度改革成效、阻碍因素和深化改革方向的相关问卷调查,运用结构方程模型(SEM)对三项制度改革阻碍与评价的整体模型进行实证检验,并研究分析了深化改革的发力点,为进一步提高企业核心竞争力和增强核心功能奠定了制度基础。
As a large energy enterprise with a whole industrial chain business of coal,electricity,transportation and chemical industry,China Energy Investment Group has vigorously reformed the three systems of personnel,labor and income distribution in recent years to solve the persistent issues such as difficulty in getting cadres out,difficulty in eliminating employees and difficulty to reduce income.In order to scientifically evaluate the effects of the reforms,a questionnaire survey was designed on the effects,hindrance factors and directions of the three institutional reforms.The structural equation model(SEM)was used to empirically test the overall model of hindrance and evaluation of the three institutional reforms,and the effort directions of deepening the reforms were studied and analyzed,which laid a system foundation for further improving the core competitiveness and strengthening the core function of the enterprise.
