服务国家能源安全战略视角下加快推进陇东综合能源基地建设的研究报告

Research Report on Promoting the Construction of a Comprehensive EnergyBase in East of Gansu from the Perspective of Servingthe National Energy Security Strategy

能源安全是关系国家经济社会发展的全局性、战略性问题。我国能源对外依存度较高,特别是石油等化石能源保障压力较大,做好能源开发利用尤为重要。甘肃是能源资源大省,特别是陇东地区煤炭、石油资源富集,开发利用前景广阔,在服务国家能源安全战略方面应发挥更大作用。通过全面分析陇东地区能源资源及石化产业发展现状与开发前景,提出加快推进煤炭资源规模化开发、推动煤电一体化开发、布局煤化工产业链、打造石油炼化一体化基地、扩大风光发电规模、强化综合能源基地建设等对策建议。

Energy security is a global and strategic issue related to the economic and social development of a country.China’s energy dependence on foreign countries is relatively high,especially the pressure to ensure the supply of petroleum and fossil fuels,making it particularly important to properly exploit and utilize energy resources.Gansu is a province rich in energy resources,especially in the eastern region where coal and oil resources are abundant,offering vast prospects for exploitation and utilization,and it should play a greater role in serving the national energy security strategy.Through a comprehensive analysis of the current situation and development prospects of energy resources and petrochemical industry in east of Gansu(Longdong)region,this paper proposes countermeasures and suggestions such as accelerating the large-scale development of coal resources,promoting the integrated development of coal and electricity,arranging a coal chemical industry chain,building an integrated petroleum refining and chemical base,expanding the scale of wind and solar power generation,and strengthening the construction of comprehensive energy bases.
