国际信任影响了国际创新合作吗?——基于中国经验的实证研究

Does International Trust Aff ect International Innovation Cooperation? --An Empirical Study Based on China

国际创新合作不仅有助于实现一国创新资源的整合配置,还可以助力一国国际影响力的提升,然而国际创新合作不仅取决于本国自身因素,还取决于国家之间的双边关系。本文从国际信任关系的视角,基于先赋性信任和交往性信任的区分,依照建交时长、双边投资协定时长、货币互换协议3个层次探讨国家间信任关系;基于2002~2020年中国与其他国家创新合作的数据,研究中国与其他国家的信任程度对双边创新合作成果的影响,以及国家间的制度距离对上述二者间关系的影响。研究发现:国家间信任程度对双边创新合作成果有显著的正向影响,且国家间的制度距离对该正向影响效应有负向调节作用。进一步的分析表明,制度距离的调节作用存在异质性。

International innovation cooperation not only helps integrate and allocate national innovation resources,but also helps enhance national international influence.However,international innovation cooperation depends on both domestic factors and bilateral relationships between countries.From a perspective of international trust relationships,this study explores trust relationships between countries,based on the distinction between ascribed trust and affiliated trust.It explores trust relationships between countries at three aspects:the duration of diplomatic relations,the duration of bilateral investment agreements,and currency exchange agreements.The study analyzes data on innovation cooperation between China and other countries from 2002 to 2020;and it examines the impact of trust relationships between China and other countries on bilateral innovation cooperation,as well as how bilateral institutional distance influences the relationships between countries’mutual trust and bilateral innovation cooperation.Research has found that the level of the trust relationships between countries has a significant positive impact on bilateral innovation cooperation;and institutional distance between the two sides negatively moderates the main effect.The post-hoc analysis indicates a heterogeneity in the moderating effect of institutional distance on the relationships between countries’mutual trust and bilateral innovation cooperation.
