“双碳”战略下上党区铁路专用线煤炭运量研究

摘要 随着“双碳”战略的实施,运输结构加速调整。长治市上党区新建煤炭铁路专用线,推进区域煤炭运输“公转铁”,实现运输领域低碳发展。为合理确定铁路专用线承担的煤炭运量,以产销平衡法为基础,分析上党区煤炭资源储量、分布和规划情况,重点研究煤炭运输市场、外运通道径路比选、运费运价、线路能力利用率,结合运输结构调整政策、煤炭外运通路功能和铁路专用线合理吸引范围,选择最优运输径路,综合分析确定了铁路专用线承担的煤炭运量,为铁路专用线可行性研究提供依据。 With the carbon peaking and carbon neutrality strategy,the pace of adjustment in the transportation structure is accelerating.In this context,the coal railway dedicated line has been built in the Shangdang District of Changzhi City to promote shifting freight traffic from road to railway and achieve low-carbon objectives in the transportation field.To reasonably determine the coal transportation volume undertaken by the railway dedicated line,this paper used the co-ordination of supply and marketing as its foundation,analyzed the coal resource reserves,distribution,and planning situation in Shangdang District,focused on the coal transportation market,the selection of outbound transportation channel,freight rate,as well as path capacity utilization rate.Besides,the paper also considered transportation structure adjustment policies,outbound coal transportation channels functions,and the reasonable attraction range of railway dedicated lines to select the optimal transportation path,determining the coal transportation volume undertaken by the railway dedicated line through comprehensive analysis and providing a basis for the feasibility study of the railway dedicated line.
