基于中央财办对“新质生产力”的解读,阐述“新质生产力”的内涵和实现路径。“新质生产力”内涵包含驱动因素、基本含义及核心标志等,具体而言:创新是“新质生产力”的主要驱动力,劳动者、劳动资料、劳动对象及其优化组合的质变为“新质生产力”的基本含义,依托于技术进步和生产要素重新组合实现全要素生产率提升是“新质生产力”的核心标志。从其实现路径看,主要有:构建与“新质生产力”相适宜的创新体制;打造适应“新质生产力”的人才队伍;发展与“新质生产力”相适宜的战略性新兴产业与未来产业,并推动传统产业转型升级;打造与“新质生产力”相适应的新型基础设施;扩大对外开放水平,深度参与全球科技治理,打造有助于形成“新质生产力”的外部环境。

Based on the interpretation of “new quality productivity” by the Central Finance Office,this paper expounds the connotation and realization path of “new quality productivity”.Specifically,innovation is the main driving force of“new quality productivity”,the qualitative change of labor,labor materials,labor objects and their optimal combination becomes the basic meaning of “new quality productivity”,and the improvement of total factor productivity relying on technological progress and the recombination of production factors is the core symbol of “new quality productivity”.From the perspective of its realization path,there are mainly:building an innovation system suitable for “new quality productivity”;Build a talent team to adapt to “new quality productivity”;Develop strategic emerging industries and future industries suitable for “new quality productivity”,and promote the transformation and upgrading of traditional industries;Creating new infrastructure compatible with “new quality productivity”;We will open wider to the outside world,deeply participate in global science and technology governance,and create an external environment conducive to the formation of“new quality productivity”.
