论世贸组织《投资便利化协定》达成及未来实施路径

以联合声明模式发起的世贸组织《投资便利化协定》谈判已经完成并公布。该协定的核心内容在于建立可持续发展的投资环境。该协定的签署有助于人们对世贸组织进一步发挥规则谈判与制定功能的信心。中国作为该协定谈判的主要发起者和有力推动者,贡献了中国的方案和智慧。目前,各参加方需努力将该协议纳入世贸组织多边体系下的诸边协定,以便为世贸组织谈判改革模式提供经验。中国可在推进国际合作和深化国内改革两方面,推动该协议的落实生效。

The negotiations on the WTO“Investment Facilitation for Development Agreement”initiated in the form of JSI have been completed and announced.The core content of IFDA is to establish a sustainable development investment environment.The signing of IFDA will help people have confi dence in the WTO to further fulfi ll its rule-making function.As the main initiator and powerful promoter of negotiations on IFDA,China has contributed its solutions and wisdom.At present,all parties need to work hard to incorporate IFDA into plurilateral agreements under the WTO multilateral system in order to provide experience for the WTO negotiation reform model.China can promote the implementation of the agreement by promoting international cooperation and deepening domestic reforms.
