Digital Rural Governance Towards Holistic Smart Governance:Practical Logic,Constraints and Transformation Strategies

在信息技术迭代更新与乡村振兴战略的双轮驱动下,数字乡村治理孕育出理念-工具-主体三位一体的整体智治的治理图景。中国特色的数字乡村治理通过制度设计塑造整体化数字治理理念,以全景式云图促进乡村智慧治理,以数字平台形塑乡村治理共同体。数字乡村治理作为一项系统性工程,在实践中存在因理念偏差而导致的形式化泥潭、因数字技术崇拜而形成的智慧负担、因情感缺位而形成的有参与而无合力三重制约。数字乡村治理的发展需要从注意力分配、技术创新与复合型信任机制三重维度出发,通过完善制度的整体性建构、智慧性与治理本位的共振以及乡村共同体的数字建构,有序迈向整体智治的数字乡村治理,逐步实现中国式乡村治理现代化。

Driven by the iterative updating of information technology and the national strategy of rural revitalization,digital rural governance has given birth to a governance picture of the overall intelligent governance of the trinity of concept,tool and subject.Digital rural governance with Chinese characteristics shapes the concept of holistic digital governance through institutional design,promotes rural smart governance with panoramic cloud maps,and shapes rural governance communities with digital platforms.As a systematic project,digital village governance has the triple constraints of formalization quagmire caused by concept deviation,wisdom burden formed by digital technology worship,and participation without synergy formed by emotional absence.The development of digital rural governance needs to start from the three dimensions of attention allocation,technological innovation and compound trust mechanism,we should move towards the digital rural governance of overall wisdom in an orderly manner,and gradually realize the modernization of Chinese-style rural governance by improving the overall construction of the system,the resonance of wisdom and governance,and the digital construction of rural communities.
