“一带一路”能源合作高质量发展研究:中国的实践贡献与路径选择

Research on high-quality development of energy cooperation under the Belt and Road Initiative:China’s practical Contribution and path selection

能源是经济社会发展的重要基础和动力引擎,能源合作是建设能源强国、强化能源安全的重要保障,“一带一路”沿线国家的资源禀赋具有很强的互补性,广泛开展能源投资、贸易、产能、技术标准等领域合作,可为本国找到“因地制宜”的能源组合。本文从能源总量、结构、项目、从业主体四个维度分析“一带一路”能源合作的现状与趋势,并尝试从提升能源话语权、拓宽能源领域、构建监管格局、推动技术输出、建立信息互联等能源高质量发展路径入手,稳步推进国际间能源资源深度合作,以期为国际能源合作高质量发展做出大国贡献。

Energy serves as a crucial foundation for economic and social development,and energy cooperation is a sig⁃nificant guarantee for building an energy-powerful nation and enhancing energy security.The resource endowments of coun⁃tries along the Belt and Road Initiative exhibit strong complementarity.Extensively collaborating in areas such as energy in⁃vestment,trade,production capacity,and technical standards can help China identify energy portfolios tailored to its own specific conditions.This article analyzes the current status and trends of energy cooperation under the Belt and Road Initia⁃tive framework from four dimensions:total energy volume,structure,projects,and participating entities.It also attempts to steadily promote deep international cooperation in energy resources by enhancing energy discourse power,broadening the scope of energy cooperation,constructing a regulatory framework,promoting technology exports,and establishing information interconnection.These efforts aim to contribute to the high-quality development of international energy cooperation from a major power perspective.
