摘要
政务服务的数字化转型需要政务中心厘清部门间审批责任,优化审批环节和流程,使得政务中心从公共服务的提供者转变为政务服务的组织者和协调者,逐步由“台前”走向“幕后”。公共价值创造、组织学习、组织领导力、组织环境、技术设备五个系统与政务服务创新作为因果链条,在持续的交互作用中不断推动数字政务服务创新发展,促使政府对数字政务建设议题的认知逐渐由模糊趋向清晰。在政务中心变革的不同阶段,各个分系统对于推动变革的原因以及影响变革的程度各有侧重,但其始终围绕机构改革与政务服务数字化这一目标主轴进行互动反馈与调适创新。
The digital transformation of government services requires the government service center to clarify the approval responsibilities between departments and optimize the approval links and processes,which make the government service center change from a provider to an organizer and coordinator of government services,and gradually move from"in front of the stage"to"behind the scenes".The causal chain of the five systems(public value creation,organizational learning,organizational leadership,organizational environment,technical equipment)and government service innovation continues to promote the innovation and development of digital government services in the continuous interaction,and gradually push the government's understanding of digital government construction issues from vague to clear.At different stages of the transformation of the government service center,each subsystem has its own focus on the reasons for promoting the change and the degree of influencing the change,but it has always carried out interactive feedback,adaptation,and innovation around the goal axis of institutional reform and digitalization of government services.
