The Impact of Inclusive Insurance on the Urban-Rural Income Gap:Based on the Rural Labor Transfer Mechanism

缩小城乡收入差距是实现社会主义现代化必须实现的目标,而普惠保险作为影响城乡收入差距的重要因素,讨论其如何缩小城乡差距是一个值得研究的命题。构建理论分析框架,系统分析普惠保险对城乡收入差距的影响机制,利用省级面板数据与中介效应模型,实证分析普惠保险对城乡收入差距的作用机制及影响效果。研究表明:普惠保险在缩小城乡收入差距的过程中存在农村劳动力转移的中介效应;普惠保险缩小城乡收入差距的效果会因农村劳动力转移的水平不同表现出明显差异。进一步扩展研究发现,普惠保险对城乡收入差距的影响效果具有农业地位异质性和农村劳动力转移水平异质性。在农业大省,普惠保险能够缩小城乡收入差距,但在非农业大省,普惠保险对城乡收入差距的作用效果不显著。在农村劳动力转移水平低的地区,普惠保险对城乡收入差距的系数绝对值更大,即普惠保险对缩小城乡收入差距的效果更明显。

Narrowing the income gap between urban and rural areas is a critical goal in achieving socialist modernization.Inclusive insurance,as a significant factor influencing this income disparity,presents a compelling subject for study.This paper begins by constructing a theoretical framework to systematically analyze how inclusive insurance can help reduce the urban-rural income gap.It then employs provincial panel data and an intermediary effect model to explore the mechanisms and impacts of inclusive insurance on this gap.The findings reveal that rural labor force transfer plays a mediating role in reducing the urban-rural income gap.The impact of inclusive insurance on narrowing this gap varies significantly with different levels of rural labor transfer.Further research indicates that the effectiveness of inclusive insurance in reducing the urban-rural income gap exhibits heterogeneity based on agricultural status and the level of rural labor transfer.In provinces with substantial agricultural sectors,inclusive insurance contributes to reducing the income gap,though the effect is less pronounced in predominantly non-agricultural provinces.Additionally,in regions with low levels of rural labor transfer,the impact of inclusive insurance is more significant,suggesting that the degree of rural labor mobility influences the efficacy of policies aimed at reducing income disparities.
