数字空间下乡村治理逻辑的转向与重构

数字技术作为推进农业农村现代化的重要力量,深刻影响了乡村治理的现代化转型。数字乡村治理以“数字空间”为治理场域,实现了乡村治理从地域到空间的脱域化,并对乡村主体的生活实践产生了根本性影响,突出表现为重构乡村生活的话语体系、衍生乡村主体的身份形态和变革乡村主体的社会交往形式。在数字技术重构乡村社会关系和社会运转机制的背景下,数字乡村治理的实践逻辑展现出新面向,为克服传统乡村治理的困境提供了以下思路:一是通过主体性建构,实现治理主体增能,解决乡村治理主体性缺失困境;二是发挥数字化社群的作用,实现乡村共同体的再造,解决乡村共同体衰落的问题;三是合理应用数字技术,使数字技术的价值理性和工具理性在技术理性发展中实现融合统一,解决数字乡村治理中乡村性缺失和技术依赖问题。

Digital technology,as an important force in promoting the modernization of agriculture and rural areas,has had a profound impact on the modernization and transformation of rural governance.Digital rural governance takes"digital space"as the fi eld of governance,realizes the delocalization of rural governance from territory to space,and has a fundamental impact on the life practice of rural subjects,which is highlighted by the reconstruction of the discourse system of rural life,the derivation of the identity form of rural subjects,and the change of the form of social interaction of rural subjects.Under the reconstruction of rural social relations and social operation mechanism by digital technology,the practical logic of digital rural governance shows a new direction,which provides a possible way to overcome the traditional rural governance dilemma.Firstly,realizing the empowerment of the governing body through the construction of subjectivity,to solve the dilemma of the lack of the subjectivity of rural governance.Secondly,giving full play to the role of the digital community,and realizing the re-creation of the rural community,so as to solve the problem of the decline of the rural community.Thirdly,rationally applying digital technology,so that the value rationality and instrumental rationality of digital technology can realize integration and unity in the development of technical rationality,and solve the problem of the lack of rural nature and technological dependence in digital rural governance.
