老龄政务如何跨越“数字鸿沟”?--基于社会资本理论视角的实证分析

How to Bridge the Digital Divide in Elderly Government Affairs?An Empirical Analysis from the Perspective of Social Capital Theory

老年人融入数字生活是实现社会公平的重要议题。针对老年人使用数字政务平台时存在的进入障碍、信任障碍和控制障碍,基于社会资本视角构建理论模型,研究影响老年人持续使用数字政务平台意愿的因素。实证分析发现,老年人的主观规范、知觉关键多数以及老年群体中的社群互动学习情况显著正向影响老年群体的社会互动关系,社会资本的三个维度在其中起中介作用。据此,提出促进社群互动学习、提升政务App使用价值以及构建老年人虚拟网络社会等建议。

Elderly people being involved in digital life is an important issue for achieving social justice.To address the barriers to entry,trust and control that exist when elderly people use digital government platforms,a theoretical model is constructed from the perspective of social capital to study the factors that affect elderly people s willingness to constantly use digital government platforms.The empirical analysis finds that the subjective norms and perceptual critical majority of the elderly,as well as the community interactive learning situation within the elderly population,have a significant positive impact on the social interaction relationships of the elderly population,with the three dimensions of social capital playing a mediating role.Thus,it is suggested to improve community interactive learning,enhance the value of using government apps,and build a virtual network society for the elderly.
