圈层治理:党建引领基层治理的模式创新

Circle Governance:Model Innovation of Grassroots Governance Led by Party Building

新时代党建引领基层治理实践的兴起,推动了传统科层制治理模式的变革,基层治理日益显现出凸显政党整合功能的整体性变革的倾向。党建引领的圈层治理的创新模式,高度契合协同治理理念,促使多元社会治理主体的组织整合的实现,呈现出“跨圈合作、跨层联动”的圈层式治理逻辑。立足于我国基层治理的场域,B市J区形成的圈层治理模式提供了党建引领基层治理的典型案例,研究发现圈层治理模式是“组织—机制—效能”三个要素协同作用的结果。组织层面上,构建一核多元、相互嵌套的组织体系是党建引领圈层治理的基本保障;机制层面上,问题预警识别机制与任务分工派送机制是驱动组织体系有效运作的关键纽带;效能层面上,“双向考核”的绩效激励制度为圈层治理效能的发挥提供了坚实支撑。从党建引领基层治理变革的实践取向来看,汇聚治理资源、强化党建引领、完善组织建设等是圈层治理的有益经验。

The rise of the grassroots governance practice led by the Party building in the new era has promoted the reform of the traditional bureaucracy governance model,and the grassroots governance has increasingly shown the trend of overall reform highlighting the integration function of political parties.The innovative mode of circle governance led by the Party building is highly consistent with the concept of collaborative governance,and promotes the realization of the organizational integration of multiple social governance subjects,showing a circle governance logic of“cross-circle cooperation and cross-layer linkage”.Based on the field of grassroots governance in China,the circle governance model formed in District J of B City provides a typical case of the Party building leading grassroots social governance.The research finds that the circle governance model is the result of the synergistic effect of the three elements of“organization,mechanism and efficiency”.At the organizational level,the establishment of a core,multiple and nested organizational system is the basic guarantee of the Party building leading the circle governance.At the mechanism level,the problem early warning and identification mechanism and the task division and distribution mechanism are the key links to drive the effective operation of the organizational system.At the efficiency level,the performance incentive system of“two-way assessment”provides a solid support for the performance of the management of the circle.From the perspective of the practice orientation of the Party building leading the reform of grassroots governance,it is beneficial experience to pool governance resources,strengthen the guidance of Party building and improve organizational construction.
