我国低碳试点省份碳减排政策工具选用偏好的省际差异研究

Interprovincial Differences in Preferences for Carbon Emission Reduction Policy Instruments in Low-Carbon Pilot Provinces of China

文章在收集我国低碳试点省份颁布的碳减排政策文本并测算其各类碳减排政策工具选用偏好强度的基础上,运用Kernel密度估计法和Theil指数分解法分析我国低碳试点省份2013—2022年在碳减排政策工具选用偏好上存在的省际差异情况。研究结果表明,我国低碳试点省份在各类碳减排政策工具选用偏好上的Kernel密度函数呈现波动中收敛的演化态势,各类碳减排政策工具选用偏好的省际差异在2013—2019年呈现出一定幅度的波动,在2020—2022年呈现出一致性的减小态势。

Based on the collection of carbon emission reduction policy texts enacted by China's low-carbon pilot provinces, and the measurement of the intensity of preferences for various carbon emission reduction policy instruments within these provinces, this study used Kernel density estimation and Theil index decomposition to analyze the inter-provincial differences in carbon emission reduction policy instrument selection preferences among the provinces from 2013 to 2022. Results have shown that the Kernel density function of the provinces in the preference of various types of carbon emission reduction policy instruments exhibits an evolutionary trend of convergence in fluctuation. and that the inter-provincial differences in preferences for the selection of various carbon emission reduction policy instruments fluctuate to a certain extent from 2013 to 2019, while showing a consistent decrease from 2020 to 2022.
