面向高质量发展的数字核心技术攻关的浙江路径

摘要 [研究目的]数字经济发展的关键在于科技创新,尤其是数字核心技术的自主创新。数字核心技术攻关是掌握数字经济发展自主权的有力保障。通过对浙江省已有实践的总结和数字核心技术相关理论的探讨,旨在提出浙江打造数字经济高质量发展强省的对策建议。[研究方法]通过对比分析、案例分析、文献分析等方法,提出了浙江以数字核心技术突破为牵引,开辟数字经济高质量发展强省的实施路径。[研究结论]数字核心技术是发展数字经济的基石。当前,以高端芯片、人工智能大模型和工业软件为代表的数字核心技术受制于人的问题仍较为突出。打赢数字核心技术攻坚战是浙江实现高水平科技自立自强、打造数字经济高质量发展强省的重要支撑。结合浙江省的前期实践基础,建议浙江采取优化顶层制度、集聚精兵强将、统筹多方力量、财政金融互补和汇聚全球资源等具体举措,进一步推动数字经济的创新发展。 [Research purpose]The key to the development of digital economy lies in scientific and technological innovation,especially the independent innovation of digital core technology.Tackling key digital technologies is a strong guarantee for mastering the autonomy of digital economy development.Through the summary of the existing practice in Zhejiang Province and the discussion of the relevant theories of digital core technology,this paper aims to put forward the countermeasures and suggestions for Zhejiang to build a strong province with high-quality digital ceonomy.[Research method]Through comparative analysis,case analysis,literature analysis and other methods,the paper puts forward the implementation path of Zhejiang to build a strong province with high-quality digital economy by making breakthroughs in digital core technology.[Research conclusion]Digital core technology is the cornerstone of developing digital economy.At present,the problem of digital core technologies,represented by high-end chips,large-scale models of artificial intelligence and industrial software,is still prominent.Winning the battle of digital core technology is an important support for hZejiang to achieve sci-tech self-reliance and self-strengthening at higher levels and build a strong province with high-quality development of digital economy.In combination with the previous practical basis of Zhejiang Province,it is suggested that Zhejiang should take specific measures such as optimizing the top-level system,gathering elite talents,coordinating various forces,financial and financial complementarity and gathering global resources to further promote the innovative development of digital economy.
