摘要
为了提高督学队伍的专业素质和工作效能,各级政府相继出台了一系列政策措施,推动督学专业技术职称制度的建立和完善。通过对相关政策文件的分析,阐述了督学专业技术职称制度的现实需要、存在问题以及建议措施。研究发现,建立督学专业技术职称制度有助于激发督学队伍的专业成长动力,稳定专职督学队伍,提高教育督导工作的专业性和实效性。同时,提出了设立专业资格准入门槛、按需单独设岗配备专职督学、纳入专业技术职称系列、完善督学职称评聘办法等具体建议,以期为我国督学专业技术职称制度的建设提供参考。
In order to improve the professional competence and efficiency of the supervision team,governments at all levels have successively introduced a series of policies to promote the establishment and improvement of the professional and technical title system for supervision.Through the analysis of relevant policy documents,this paper elaborates on the practical needs,existing problems,and proposed measures of the professional and technical title system for academic supervision.Research has found that establishing a professional and technical title system for educational supervision can help stimulate the professional growth motivation of the supervision team,stabilize the full-time supervision team,and improve the professionalism and effectiveness of educational supervision.At the same time,specific suggestions were put forward,such as establishing professional qualification admission thresholds,setting up separate positions and providing full-time supervisors as needed,incorporating professional and technical title series,and improving the evaluation and appointment methods for supervisory titles,in order to provide reference for the development of China's supervisory professional and technical title system.
