畜禽粪污治理政策逻辑与实现资源化路径

Policy Logic of Ma nagement for Livestock and Poultry Manure Pollution and the Path to Resource Utilization

我国畜禽粪污资源化利用政策经历了萌芽期、稳步发展期和迅速发展期三个阶段,每个阶段都出台了有利于环境保护的相关措施。目前的畜禽粪污资源化利用政策,已从原来的限制养殖大户规模、征收排污费等政策,转变为通过多种粪污资源化利用技术,提高粪污的可利用性。目前的畜禽粪污资源化利用在实现路径上,政府应发挥主导作用,让养殖场认识到粪污资源化利用可以降低养殖成本,并通过政策宣传、技术指导等方式提高养殖品质。

The policy of resource utilization of livestock and poultry manure in China had gone through three stages:germination,steady development and rapid development,each stage of which had introduced measures conducive to environmental protection.The current policy for the resource utilization of livestock and poultry manure had shifted from restricting the scale of large-scale breeding households and imposing pollution discharge fees to improving the availability of manure through various manure resource utilization technologies.In the implementation path for the resource utilization of livestock and poultry manure,the government should play a leading role in making breeding farms aware that the resource utilization of manure could reduce breeding costs and improve breeding quality,the breeding quality could be improved through policy promotion and technical guidance.
