我国天然气企业数据资产管理体系建设的思考

Constructing the management system of data assets for China's natural-gas enterprises

随着数据资源向数据资产方向转化,促进数据的融合应用、开放共享与流通交易成为提升天然气企业竞争力的重要途径。为了加快推进数字化转型的步伐,结合天然气行业实际与系统论原理,构建了天然气企业数据资产管理体系,并从体系构建的紧迫性、体系框架设计、体系模块建设及体系建设的保障措施四个方面阐述数据资产管理体系建设方向。研究结果表明:①数据资产管理体系是强化国家能源治理能力,驱动商业模式创新,提升企业竞争力的重要途径;②数据资产化管理体系需要把握系统的整体性、动态性、普遍联系性,分别从目标、结构、制度、机制、平台五大要素搭建基本框架;③数据资产化管理体系由战略目标管理、组织结构、运营职能、管理平台、管理制度五个子模块构成;④天然气企业数据资产管理体系建设需要不断健全和完善长效机制,加强数据资产管理人才队伍建设,强化数据资产管理平台建设。

As data resources transform towards data assets,encouraging the data in fusion application,open sharing and circulation transaction has become an important way for natural-gas enterprises to enhance their competitiveness.Thus,a management system of data assets was constructed for such enterprises in line with present situation and system theory in gas industry so as to accelerate the pace of digital transformation.Additionally,its construction direction was discussed in terms of urgency,framework design,module construction and safeguard measures.Results show that(1)this system is nota-ble for intensifying national energy governance,driving innovations on business modes,and enhancing enterprise competi-tiveness;(ii)highlighting the integrity,dynamicity,and universal connectivity,its construction needs the basic framework from five elements such as goal,structure,system,mechanism and platform;(iii)this system consists of five submodules,such as strategic goal management,organization,operational function,and management platform and system;(iv)to con-struct the management system should continuously perfect long-term mechanisms,foster management talents and build up platforms on data assets as possible.
