数字技术赋能乡村“三治融合”的实践逻辑与优化路径

The Practical Logic and Optimization Means of“the Integration of Three Governance Approaches”Empowered by Digital Technology in the Rural Areas of China

“三治融合”是乡村治理现代化的重要方向。数字乡村建设推动数字技术嵌入乡村治理,以数字技术为治理方式,搭建线上数字平台与数字空间,赋能乡村自治、法治、德治,可以增强乡村“三治”的治理能力。数字技术是推进乡村自治、法治、德治融合的重要动力,数字技术通过发挥数字平台的治理优势和治理功能,强化村民参与的数字形式,增强平台设备的数字管理,实现社会关系的数字建构,提升乡村治理效能。数字技术赋能乡村“三治融合”治理体系,将数字技术与乡村自治、法治、德治相结合,促使乡村“三治”具有数字协商、数字规则、数字联结的数字化特征。具体而言,一是提升主体性,强化村民数字参与;二是培育法治性,增强村民法治思维;三是生产公共性,提高村民公共道德意识,进而优化乡村“三治融合”治理体系。
