摘要
国际科技园是中国高科技跨国合作的重要平台,对国家“双循环”战略实施和高质量发展具有重要意义。国际科技园作为中国面向特定国家进行科技产业合作的新型园区,在运行机制和功能作用上有别于各类传统园区,探究其企业之间知识互动和发展机制有重要意义,也是园区经济地理的重要内容。本研究以中国以色列常州创新园为例,借助“蜂鸣-管道”模型,在基于田野调查和对利益相关人员访谈的基础上,对该园区企业知识互动机制进行分析,并提出了中国国际科技合作园区创新发展的一般规律,得出3点结论:(1)国际科技园的发展是内外因素共同作用的结果,并呈现出由外生向内生的演变特征。(2)国际科技园区的前期发展高度依赖政府能动性,其官方政策支持和引导对“全球管道”铺设和“本地蜂鸣”形成至关重要。(3)国际科技园承载了母国和东道国固有的商业文化、组织形式和制度,是形成别国异质主体和要素的特定集聚空间。这种地理临近下的异质性能形成有效的“溢出-吸收-学习-共赢”知识互动关系,是塑造跨国产业合作和经贸互补关系的新型平台。此外,国际科技园还提供了一种基于政府信誉担保的专门化的“全球管道”,有利于双边中小企业实施更为精准和低风险的全球化战略。本研究为经济地理学下“本地蜂鸣-全球管道”理论提供了一个全新的实证经验,强调了地方政府在全球知识网络构建中的特殊企业家精神。
International Science and Technology Parks function as pivotal platforms for fostering high-tech multinational collaborations in China,thus assuming a substantial role in advancing the nation s“dual circulation”strategy and its pursuit of high-quality development.Purposefully designed to facilitate scientific and technological industry cooperation with designated countries,these specialized parks exhibit operational mechanisms and functional roles that distinguish them from conventional counterparts.Exploring the mechanisms governing knowledge exchange and developmental dynamics among enterprises within these parks carries paramount significance,constituting an integral facet of the economic geography inherent to these regions.This study adopts the China-Israel Changzhou Innovation Park as a case study,employing the“Buzz-Pipeline”model as a conceptual framework.Drawing upon field surveys and interviews conducted with pertinent stakeholders,it systematically analyzes the knowledge interaction mechanisms among enterprises within the park,culminating in formulating general principles guiding the innovative development trajectory of China s international science and technology cooperation parks.The study yields three salient conclusions,(1)the developmental course of international science and technology parks is intricately shaped by the interplay of internal and external factors,exhibiting an evolutionary progression from external influences to internally driven dynamism.(2)The nascent stages of development within international science and technology parks are inextricably tethered to proactive governmental involvement,with official policy support and guidance emerging as pivotal determinants in laying the foundation for establishing a“global pipeline”and nurturing localized dynamism.(3)International science and technology parks serve as repositories of the innate business cultures,organizational paradigms,and institutional frameworks characteristic of host and home countries.These parks function as unique convergence spaces for diverse entities and elements from different nations.This geographical proximity-induced diversity cultivates effective knowledge exchange dynamics typified by“spillover-absorption-learning-win-win”relationships,facilitating a novel platform for cross-border industrial cooperation and realizing trade complementary.Additionally,international science and technology parks provide a specialized government-supported“Global Pipeline”,enabling local small and medium-sized enterprises to implement globalization strategies with precision and reduced risk.This study contributes an empirical dimension to the“Local Buzz-Global Pipeline”theory within the domain of economic geography,underscoring the distinctive entrepreneurial ethos inherent to local governments involved in the construction of global knowledge networks.
