New Quality Productive Forces Empowering High-Quality Economic Development:Theoretical Logic,Action Mechanism and Promotion Path

我国社会经济转型对生产力要素系统的升级和生产关系的变革提出了更高要求。基于马克思主义生产力理论,厘清新质生产力驱动经济高质量发展的逻辑原理,综合分析新质生产力赋能经济高质量发展的作用机制与推进路径。新质生产力以新技术、新经济、新业态为主要内涵,以关键要素、关键技术、关键领域、关键趋势为驱动和支撑力量,与经济高质量发展理念的内在要求高度契合。由此可见,发展新质生产力是促进和保障经济高质量发展的必然选择。根据经济社会发展实际,提出通过建设现代化产业体系、深化体制机制改革创新、构建产学研用融通的生态体系和增强“新质人才”培养储备等实践路径,加快形成新质生产力,在促进发展质量有效提升的基础上带动经济合理增长,更好地推进经济高质量发展。

China’s socio-economic transformation puts forward higher requirements for the upgrading of the system of factors of productive forces and the transformation of relations of production.Based on the Marxist theory of productive forces,the logical mechanism of new quality productive forces driving the high-quality development of the economy was clarified and a comprehensive analysis was made of the action mechanism and promotion path of new quality productive forces empowering the high-quality economic development.With new technologies,new economy and new forms of business as its main connotation,and key elements,key technologies and key trends as its driving and supporting forces,the new quality productive forces are highly consistent with the inherent requirements of the concept of high-quality economic development.It is thus evident that developing new quality productive forces is an inevitable choice to promote and guarantee high-quality economic development.In light of the actual economic and social development,it proposes to accelerate the formation of new quality productive forces by building a modernized industrial system,deepening the reform and innovation of institutions and mechanisms,building an ecosystem that integrates industry,university and research,and strengthening the cultivation of“new quality talents”,so as to drive reasonable economic growth based on effectively improving development and quality,and better promote the high-quality development of the economy.
