命案严重危害人民群众人身安全,极易引发网络舆情,社会影响恶劣。实践表明:矛盾纠纷是衍生型命案生成的外在诱因;精神障碍是即发型命案生成的内在诱因;复杂场域是情境型命案生成的环境诱因。命案的生成诱因具有可防性,为命案防控体系构建提供了理论和实践依据。公安机关应遵循命案生成规律性的理论逻辑、矛盾纠纷可调性的实践逻辑、韧性城市安全性的现实逻辑,从完善风险预测预警体系、创新矛盾纠纷化解机制、加快快速反应机制建设、加强犯罪环境控制措施、强化法治宣传教育工作等维度构建命案防控体系,确保人民群众人身安全和社会安宁。

Homicide cases seriously endanger the personal safety of the people,easily trigger online public opinion,and have a negative social impact.Practice has shown that conflicts and disputes are external triggers for the generation of derivative homicide cases,mental disorders are internal triggers for the generation of immediate homicide cases,and complex fields are environmental triggers for the generation of situational homicide cases.The triggering factors of homicide cases have preventability,providing theoretical and practical basis for the construction of a homicide prevention and control system.Public security organs should follow the theoretical logic of the regularity of homicide cases,the practical logic of the adjustability of contradictions and disputes,and the practical logic of resilient urban security.They should construct a homicide prevention and control system from the dimensions of improving risk prediction and warning system,innovating mechanisms for resolving contradictions and disputes,accelerating the construction of rapid response mechanisms,enhancing measures for controlling criminal environments,and strengthening legal publicity and education to ensure the personal safety of the people and social peace.
