Innovative Strategies for Grass-root Social Governance from the Perspective of Publicity

基层社会治理创新是实现国家治理体系和治理能力现代化的必然要求。近年来,各地基层政府积极推进社会治理创新,取得了较为显著的成效。同时,基层社会治理创新也面临着党建引领作用发挥不充分、激励机制不完善、创新内生动力不足、社会合力尚未形成等困境。为更好地满足社会公众的需要,增进公共利益,需进一步推进基层社会治理创新的发展,应通过强化党建引领以保障基层社会治理创新的方向正确,完善创新机制以创设基层社会治理创新的良性环境,激发创新内生动力以实现创新的自主性生长,并通过打造基层社会治理共同体以开创基层社会治理创新新局面。

Innovation in grass-root social governance is an inevitable requirement for achieving modernization of the national governance system and capacity.In recent years,grass-root governments have actively promoted innovation in social governance and achieved significant results.At the same time,governance innovation also faces challenges such as insufficient leading roles of the Party building,imperfect incentive mechanisms,insufficient endogenous motivation for innovation,and the lack of social cohesion.In order to better meet the needs of the public and enhance public interests,governments need to further promote the development of governance innovation,strengthen the leading of the Party building to ensure the correct direction,improve innovation mechanisms to create a favorable environment,stimulate endogenous motivation to achieve independent growth of innovation,and create a community of grass-root social governance to open up innovative situations.
