老旧小区低碳改造绩效评价体系构建与实证研究

Construction and Empirical Research on the Performance Evaluation System of Low-Carbon Retrofit in Old Residential District

针对目前老旧小区改造评价内容不全面、对低碳改造关注不足等问题,从绿色和可持续发展的视角出发,构建包含建筑规划、建筑围护结构、给水排水系统、暖通空调系统、电气系统、室内环境提升和运营管理7个方面、35个二级指标的老旧小区低碳改造绩效评价体系,通过主成分分析法筛选因子载荷大的指标,确定指标权重和项目最终评级。以西安某老旧小区为例进行实证研究,验证该评价体系的实用性和准确性,总结老旧小区的低碳改造应建立详细规划和实施效果评价常态化机制,为其他区域推行老旧小区低碳改造提供参考。

In view of the current problems of incomplete evaluation of the transformation of old neighborhoods and insufficient attention to low-carbon transformation,from the perspective of green and sustainable development,this paper constructs a performance evaluation system for low-carbon transformation of old neighborhoods that contains seven aspects and 35 secondary indicators,including architectural planning,building envelope,water supply and drainage system,HVAC system,electrical system,indoor environment and operation and management,and screen the factors through the principal component analysis method.The indicators with large loadings are selected through principal component analysis to determine the weights of the indicators and the final rating of the project.An empirical study is conducted in an old district in Xi'an as an example,which verifies the practicality and accuracy of the evaluation system,and concludes that the low-carbon transformation of old districts should establish a regularized mechanism for detailed planning and evaluation of the implementation effect,so as to provide references for the implementation of low-carbon transformation of old districts in other regions.
