数据要素与人工智能技术融合能提升城市创新能力吗?

A Study on the Enhancement of Urban Innovation Capacity through the Integration of Data Elements and Artificial Intelligence Technology

摘要 数据作为新型生产要素,已经成为中国新质生产力和高质量发展的重要引擎。数据要素需要通过与其他要素的融合来促进城市创新,人工智能技术便是其中重要要素之一。论文采用2008—2019年地级及以上城市面板数据,测算数据要素与人工智能技术的融合度,并实证分析其对城市创新能力的影响及作用机制。研究发现:单独的数据要素并未呈现出显著的创新效应,而数据要素与人工智能技术融合能显著提升城市创新能力,其主要通过形成产业集聚、降低资源错配水平等方式来实现;数据要素与人工智能技术融合在我国“胡焕庸线”东南侧地区以及“宽带中国”战略政策试点城市中具有更显著的创新效应。由此,政府在推动数字化建设的过程中,应当促进数据要素与人工智能技术融合发展,以提升城市创新能力并实现城市可持续发展。 Data,as a new factor of production,has become a crucial engine driving China’s new quality productivity and high-quality development.The promotion of urban innovation through data elements requires integration with various factors,among which artificial intelligence(AI)technology is important.By utilizing panel data from cities at the prefecture level and above from 2008 to 2019,we calculate the degree of integration between data elements and AI technology,and empirically analyze their impact on urban innovation capacity and the underlying mechanisms.The research finds that individual data elements do not exhibit significant innovation effects on their own.However,the integration of data elements with AI technology significantly enhances urban innovation capacity,primarily through the formation of industry clusters and the reduction of resource misallocation levels.Moreover,the integration of data elements with AI technology demonstrates more pronounced innovation effects in the southeastern regions beyond the“Hu Huanyong Line”and in pilot cities of the“Broadband China”strategic policy.As governments promote digitalization,they should facilitate the integrated development of data elements and AI technology to enhance urban innovation capacity and achieve sustainable urban development.
