乡村治理数字化转型中“价值共创”的实践逻辑与路径指向——基于F省Z市“数字坂里”的实证考察

Practical logic and path direction of“value co-creation”in digital transformation of rural governance:based on empirical investigation of“digital sakari”in Z city of F province

价值共创模式能够弥补合作生产模式中忽视公共价值的缺陷,对于推进乡村治理数字化转型具有现实指导意义,具体表现为村民主体性的有效培育、乡村能量场的积极塑造、公共性秩序的良性建构和服务型政府的质量打造。基于F省Z市“数字坂里”平台建设的实践案例,探究乡村治理数字化转型中“价值共创”的实践逻辑与路径指向。结果表明:坂里乡通过数字平台统合公共事务、数网协同共治基层难题、全景敞视助推多元参与和领导在线深化行动落实,从而推动乡村数字治理中“价值共创”的实现;“驱动在场”构筑价值共创的实践逻辑,在乡村治理数字化转型中表现为村民主体的激活与互动、行政主体的激发与赋能、权能部门的统合与联动以及过程与结果价值的统一。据此,建议以“人技互构”为指引,从推动物理空间向数字空间的转型、促进在地合作向脱域合作的升级、增进数字技术与实体组织的联动以及责任型政府与互动性政府的构建等方面提出推进乡村治理数字化中价值共创的实现路径。

The value co-creation model makes up for the shortcomings of neglecting public values in the cooperative production model,and is of practical significance in promoting digital transformation of rural governance,which is manifested in the effective cultivation of villagers’subjectivity,the positive shaping of the rural energy field,the benign construction of the public order,and the quality building of the serviceoriented government.Based on the practice case of“Digital Banli”platform construction in Z city of F province,the study explores the practical logic and path direction of“value co-creation”in digital transformation of rural governance.The study concludes that Banli township promotes the realisation of“value co-creation”in rural digital governance by unifying public affairs through digital platforms,the coordination of digital networks,the co-administration of grass-roots problems,the promotion of pluralistic participation through panoramic views,and the deepening of the implementation of actions by leaders on the Internet.The results show that“driving presence”constructs the practical logic of value co-creation,which is manifested in digital transformation of rural governance by the activation and interaction of villagers’subjects,the stimulation and empowerment of administrative subjects,the unification and linkage of power departments,and the unity of process and result values.Based on this,we should take“human-technology interconstruction”as a guideline,and put forward the realisation path of value co-creation in digitalising rural governance in terms of promoting the transformation of physical space to digital space,upgrading local cooperation to off-domain cooperation,enhancing the linkage between digital technology and physical organizations,and constructing a responsible government and an interactive government.
