论北方国家和国际组织参与南南高等教育合作:国际高等教育中的“三方合作”

北方国家和国际组织参与南南高等教育合作形成三方合作,构成新型的国际高等教育合作形式,有必要厘清其参与的动机、途径和影响。北方国家和国际组织希望通过参与南南高等教育合作来恢复其在全球高等教育中的地位和影响力、增强南北高等教育合作的合理性并促进达成可持续发展目标。北方国家和国际组织为南南高等教育合作提供资金、提供技术支持、搭建合作平台且自身加入南南高等教育合作中并成为合作主体。北方国家和国际组织参与南南高等教育合作有助于形成更加开放包容的国际合作伙伴关系,为南南高等教育合作提供更多的资源与方法,但也使南方国家及其高等教育机构面临后殖民主义风险,破坏南南高等教育合作的政治意涵,所提供的方法与模式也未必符合南南高等教育合作的现实需要。

The participation of the Northern countries and international organizations in South-South higher education cooperation constitutes triangular cooperation,which is a new form of international higher education cooperation.It is necessary to clarify the motives,approaches and impacts of theirparticipation.By engaging in South-South higher education cooperation,Northern countries and international organizations hope to recapture their positions and influence in global higher education,enhance the legitimacy of North-South higher education cooperation and contribute to the achievement of Sustainable Development Goals(SDGs).The North and international organizations provide funding,technical support and plaforms for South-South higher education cooperation,as well as participate in and become the subject of cooperation themselves.The participation of Northern countries and international organizations in South-South higher education cooperation contributesto a more open and inclusive international partnership,and providesmore resources and approaches for South-South higher education cooperation.However,it exposes Southern countries and their higher education institutions to the risk of post-colonialism,undermines the original political connotations of South-South higher education cooperation,and the approaches and models of higher education cooperation offered by Northern countries and international organizations to Southern countries may not correspond the practical needs of South-South higher education cooperation.
