多维视角下市域社会治理现代化的推进路径——以安徽省F市为例

Towards Modernizing Municipal Social Governance: A Multidimensional Perspective from City F, Anhui Province

推进市域社会治理现代化,是实现国家治理现代化的重要环节。文章基于理念、空间、主体、机制、制度、能力、方式等要素构建多维分析框架,以安徽省F市为例,采取问卷调查等方法深入研究了市域社会治理现代化问题。研究发现,当前推进市域社会治理现代化还存在理念认识不够、市域空间布局不协调、治理主体单一、机制尚未完善、制度仍需健全、治理能力不足和方式有待改进等问题。新时代有效推进市域社会治理现代化,需要强化现代化治理理念、加强市域空间科学规划、完善多元协同机制、健全法规制度、强化教育培训以提升治理主体的治理能力、优化社会治理方式。

Promoting the modernization of municipal social governance is crucial for achieving national governance modernization.This paper employs a multidimensional analysis framework encompassing philosophy,spatial planning,stakeholders,mechanisms,systems,capabilities,and methods.Using F City,Anhui Province as a case study,the study deeply explores the modernization of municipal social governance,utilizing methods including questionnaire surveys.The findings reveal several challenges in advancing municipal social governance modernization:inadequate philosophical understanding,uncoordinated urban spatial layout,limited governance stakeholders,incomplete mechanisms,flawed systems,insufficient governance capabilities,and the need for enhanced methodologies.To effectively advance municipal social governance modernization in the new era,it is imperative to enhance the concept of modern governance,engage in scientific urban spatial planning,establish robust collaborative mechanisms,implement comprehensive statutes, enhance education and training to bolster governance entity capabilities, optimize social governance methods.
