甘肃省土地沙漠化的治理与启示

The Control and Inspiration of Land Desertification in Gansu Province

新中国成立以来,甘肃省的土地沙漠化一度加重,新世纪后才逐步逆转。为建设经济和治理生态环境,甘肃省实施了生物治沙、机械治沙、化学治沙、政策法规治沙、农业治沙、工程治沙及资金治沙等一系列措施,基本遏制了土地沙漠化发展、实现了“山水林田湖草沙”的动态平衡、初步构建了国家西部生态安全屏障、治沙工作走到世界前列,达到了“绿进沙退”的治理目标。但同时,甘肃省的土地沙漠化治理中仍存在与经济社会发展的矛盾、治理投入不足,市场融资困难、对自然规律把握不准、缺乏前瞻性和创新性等不足。为进一步推动和完善治沙工作,必须加大沙产业投入;树立“人与自然和谐共生”观念;架构科学治沙体系;加强理论研究、平台与人才队伍建设;完善治沙制度。

Since the establishment of the People’s Republic of China,the desertification of land in Gan⁃su Province has worsened for a while,and it gradually reversed since the 21st century.In order to devel⁃op the economy and manage the ecological environment,Gansu Province has implemented a series of measures such as biological desertification control,mechanical desertification control,chemical deserti⁃fication control,policy and regulatory desertification control,agricultural desertification control,engi⁃neering desertification control,and financial desertification control.These measures have basically curbed the development of land desertification,achieved a dynamic balance of“mountains,rivers,for⁃ests,fields,lakes,grasslands,and sands”,preliminarily constructed a national ecological security barri⁃er in the western region,and led the world in desertification control work,achieving the goal of“green advance and sand retreat”.However,at the same time,there are still contradictions with economic and social development,insufficient investment in land desertification control,difficulties in market financ⁃ing,inaccurate grasp of natural laws,lack of foresight and innovation in Gansu Province.To further pro⁃mote and improve desertification control work,it is necessary to increase investment in the sand indus⁃try,establishing the concept of“harmonious coexistence between humans and nature”,construct a scien⁃tific desertification control system,strengthen theoretical research,platform and talent team construc⁃tion,and improve the sand control system.
