International Practice and Inspiration of Public Data Sharing and Openness

公共数据因其价值密度高和应用范围广泛,成为国家发展的关键战略资源。随着大数据战略的实施,各国政府通过数据共享开放,鼓励社会挖掘利用公共数据。本文分别从法律保障、平台建设、政策推动等多个角度,梳理美国、英国、欧盟、日本等国家和地区的公共数据共享开放实践,为促进我国医保数据充分挖掘与有效利用提供参考。

Due to the high value density and a wide range of applications,public data has become a pivotal strategic resource for development of a country.With the implementation of big data strategies,governments encourage the social mining and utilization of public data through data sharing and openness.This paper examines the sharing openness of public data in the United States,the United Kingdom,the European Union,and Japan from perspectives of legal protection,platform construction,and policy promotion,in order to provide a reference for promoting full mining and effective utilization of healthcare security data in China.
