全过程人民民主是中国式民主政治理论的重大创新。新时代全过程人民民主高质量发展必须沿着法治化方向进行。从理论逻辑来看,全过程人民民主的确立、运行、实现都需要法治保障、规范和维护。从历史逻辑来看,无论在中国革命、建设、改革开放各个时期,我们都将把马克思主义民主理论、法治理论同中国实际相结合,探寻出用法律制度保障人民民主,形成了在法治轨道上推进全过程人民民主的民主制度架构。从实践逻辑来看,新时代新征程,我们应不断丰富全过程人民民主的实践形式,夯实全过程人民民主的规范基础,提高公民民主法治的认知观念,拓宽全过程人民民主的法治化发展路径。

The whole-process people's democracy is a major innovation of Chinese democratic political theory.The high-quality development of whole-process people's democracy in the new era must be carried out in the direction of rule of law.From the point of view of theory and logic,the establishment,operation and realization of the whole process of people's democracy need legal protection,regulation and maintenance.From the perspective of historical logic,no matter in the various periods of China's revolution,construction,reform and opening up,we will combine the Marxist theory of democracy and the theory of the rule of law with China's reality,explore the legal system to protect people's democracy,and form a democratic institutional framework to promote the whole process of people's democracy on the track of the rule of law.From the perspective of practical logic,in the new era and new journey,we should continue to enrich the practical forms of the whole process of people's democracy,consolidate the normative basis of the whole process of people's democracy,improve citizens'awareness of democracy and the rule of law,and broaden the development path of the whole process of people's democracy under the rule of law.
