The Formation and Characteristics of the Modernization Concept in Socialist Animal Husbandry Development in Inner Mongolia in the 1950s

20世纪50年代,中国共产党人在推进社会主义畜牧业现代化建设的过程中明确提出内蒙古的畜牧业并非落后产业,而是有着新民主主义以及社会主义建设的前途。与晚清、民国时期的畜牧业现代化思想相比,社会主义畜牧业现代化思想更加注重畜牧生产的整体性与系统性,在关注畜种、畜产的同时,也重视水、草等基础设施建设,在具体建设过程中则注重政府的计划性与领导性,并积极发动群众运动,走群众路线。在扭住畜牧经济这个中心的同时,更关注民族问题与农牧矛盾的化解,以及地方知识的保护与利用,从而使相关政策能深入落实到基层。20世纪50年代内蒙古地区社会主义畜牧业现代化观,在一定程度上亦可被视为中国式现代化的早期探索之一,通过对其形成发展的回顾及特点总结,对我们今天进一步完善中国式现代化下的畜牧生产建设具有一定历史借鉴意义。

In the 1950s,Chinese Communists proposed that the animal husbandry industry in Inner Mongolia was not a backward sector but had prospects for New Democratic and socialist development.Compared to the modernization ideas of animal husbandry in the late Qing Dynasty and the Republican era,socialist modernization thinking emphasized the comprehensiveness and systematic nature of animal husbandry production.It focused not only on livestock breeds and production but also on infrastructure such as water and grassland development.In the specific construction process,there was an emphasis on government planning and leadership,as well as active mobilization of mass movements following the mass line approach.While centering on the livestock economy,attention was also given to resolving ethnic issues and contradictions between agriculture and animal husbandry.Local knowledge was preserved and utilized to ensure that relevant policies were effectively implemented at the grassroots level.The concept of socialist modernization of animal husbandry in Inner Mongolia in the 1950s can be seen as an early exploration of Chinese-style modernization.Through a retrospective review and summary of its formation and development,it provides historical lessons for further improving animal husbandry production under Chinese-style modernization today.
