改革开放以来党内监督制度的演进历程、时代特征与健全对策

The Evolution Process,Epochal Characteristics,and Countermeasures of the Inner-Party Supervision System Since the Reform and Opening-up

党内监督在党和国家监督体系中居于首要位置,发挥主导作用,是实现权力监督制约的决定性因素。建立党内监督制度的动议肇始于改革开放之初,党内监督条例起草工作起步于1990年,历经13年酝酿,终于在2003年底正式印发。经过13年试行后,2016年,中央修订并印发新的条例,开启新时代党内监督新局面。改革开放以来,党内监督制度呈现出在纠偏后不断进步、更加突出强化政治监督的特征。建议今后着力做好以下五方面工作:进一步做优组织监督;强化权力制约机制;促进党内民主监督;加强“一把手”监督;坚持以系统观念构建党和国家监督“大格局”。

Inner-Party supervision plays a leading role in the Party and state supervision system and is the decisive factor in realizing the supervision and restriction of power.The motion to establish an inner-Party supervision system started at the beginning of the reform and opening up.The drafting of the inner-party supervision regulations started in 1990 and was finally officially issued at the end of 2003 after 13 years of deliberation.After 13 years of trial implementation,the central government revised and issued new regulations in 2016,opening up a new situation of inner-Party supervision in the new era.Since the reform and opening up,the inner-Party supervision system has been continuously improving after corrections.Since the new era,the inner-Party supervision has been more prominent in strengthening political supervision.In the future,it is suggested to focus on the following aspects:further optimizing organizational supervision;strengthening the power restriction mechanism;promoting democratic supervision within the Party;keeping the leadership teams and their heads under effective oversight;and adhering to the concept of system to build a big pattern of Party and state supervision.
