摘要
检察官助理是对检察人员进行分类管理后,辅助检察官从事检察业务的检察人员。通过分析检察官助理制度的现状,可以发现检察官助理培养过程中出现了一些问题。主要为职业路径发展不清,检察官助理职责并未予以明确划分,员额供给不足与检察官助理入额需求矛盾凸显,检察官助理培训体系不完备等问题。基于此,提出完善检察官助理职业发展及成长路径的措施:(一)完善检察官助理培养体系;(二)健全完善检察官助理考核机制;(三)树立检察官助理职业荣誉感;(四)引导检察官助理转变心态,增强工作能力;(五)优化员额退流转机制,提高检察官助理待遇。
Assistant prosecutors are the staff who provide support for prosecutors in their duties after the classification and management of the procuratorial personnel.By analyzing the current status of the assistant prosecutor system,it is found that there are several problems in the cultivation of assistant prosecutors.The major problems are unclear career development path,ambiguous delineation of assistant prosecutors’responsibilities,the huge gap between the inadequate supply of staff quota and the need of them,and an incomplete training system for assistant prosecutors.For the problems above,this paper puts forward measures to enhance the professional development and career path of assistant prosecutors:(1)refining the training system for assistant prosecutors;(2)establishing and improving the assessment mechanism for assistant prosecutors;(3)instilling a sense of professional pride among assistant prosecutors;(4)guiding assistant prosecutors in transforming their mindsets and enhancing their work capabilities;(5)optimizing the staff quota rotation mechanism to improve the treatment of them.
