Research on Upgrading Strategy of New Quality Productivity Enabling Free Trade Pilot Zone

党的二十大部署实施自由贸易试验区提升战略,将自由贸易试验区建设提高到战略层面,是我国推进高水平制度型开放的重要举措。新质生产力作为一种以创新为核心引擎的先进生产力质态,能够助力自由贸易试验区传统产业转型升级、优化重大生产力布局、推进绿色低碳高质量发展、促进贸易强国建设等,对自由贸易试验区提升战略有着强大的赋能作用。两者之间本是相互促进、良性互动、共同发展的内在统一关系,然而,在此过程中却也面临着传统产业“数智化”转型困难、战略性新兴产业布局亟须加强、高水平制度型开放领域范围有待进一步扩大、国际营商环境仍需持续优化等现实挑战和主要问题。为此,新质生产力赋能自由贸易试验区提升战略要推动传统产业高端化、智能化、绿色化转型发展;加快培育和发展战略性新兴产业和未来产业;对接国际高标准经贸规则,稳步扩大制度型开放;营建一流营商环境,助力提升国际经济竞争力。

The deployment of the 20th National Congress of the Communist Party of China to implement the strategy of upgrading free trade pilot zones and elevating the construction of free trade pilot zones to a strategic level is an important measure for China to pro-mote high-level institutional openness.As an advanced productivity with innovation as the core engine,new quality productivity can as-sist in the transformation and upgrading of traditional industries in the pilot free trade zone,optimize the layout of major productive forces,advocate green,low-carbon and high-quality development,and promote the construction of a trading power,which has a strong empowering effect on the upgrading strategy of the pilot free trade zone.There is an inherent unity relationship of mutual promo-tion,positive interaction and common development between the two.However,in this process,there are also practical challenges and major problems such as the difficulty of transforming traditional industries into digital ones,the urgent need to strengthen the layout of strategic emerging industries,the need to further expand the scope of high-level institutional open fields,and the need for continuous optimization of the international business environment.To achieve the strategy of empowering free trade pilot zones with new quality pro-ductivity,we need to promote the transformation and development of traditional industries towards high-end,intelligent,and green de-velopment;Accelerate the cultivation and development of strategic emerging industries and future industries;Integrate with internation-al high standard economic and trade rules,steadily expand institutional openness;Build a first-class business environment to help en-hance international economic competitiveness.
