以“中国式现代化”指引实现牧区现代化推进路径研究——以锡林郭勒盟阿巴嘎旗试点为例

Research on the Promotion Path of Realizing Pastoral Area Modernization Under the Guidance of “Chinese Path to Modernization”——Taking the Abaga Banner Pilot Project in Xilingol League as an Example

牧区现代化是我国实现全面中国式现代化的重要组成部分。阿巴嘎旗以内蒙古自治区牧区现代化建设试点为契机,以社会化服务为突破口,探索了多项体制机制创新,为牧区整体推进中国式现代化提供了参考经验。当然,在试点建设过程中面临的困境和瓶颈,也是牧区经济发展过程中普遍存在的问题。建议通过进一步加强牧区基础设施建设、充分发挥基层党组织引领作用、构建牧区人才体系等路径,巩固拓展脱贫攻坚成果同牧区振兴有效衔接,为全面实现牧区现代化建设奠定良好的基础,助力推动内蒙古牧区现代化高质量发展。

The modernization of pastoral areas is an important part of China's overall Chinese path to modernization.Abaga Banner took the opportunity of the modernization pilot project of pastoral areas in Inner Mongolia Autonomous Region and took socialized services as a breakthrough to explore a number of institutional and mechanism innovations,providing reference experience for pastoral areas to promote Chinese path to modernization as a whole.Of course,the difficulties and bottlenecks faced during the pilot construction process are also common problems in the economic development of pastoral areas.It is recommended to further strengthen the infrastructure construction in pastoral areas,fully leverage the leading role of grassroots party organizations,and build a talent system in pastoral areas,in order to consolidate and expand the achievements of poverty alleviation and effectively connect with the revitalization of pastoral areas.This will lay a good foundation for the comprehensive modernization of pastoral areas and help promote the high-quality development of modernization in Inner Mongolia pastoral areas.
