浙江“千万工程”深刻改变了农村的人居环境,实现美丽生态、美丽经济和美丽生活的“三生”融合,总结推广“千万工程”经验,对于沈阳全面推进乡村振兴实现新突破具有重要的理论意义和现实意义。通过分析沈阳全面推进乡村振兴的制约因素,提出坚持调查研究,科学编制乡村规划、坚持党建引领,开展“三美”示范建设、坚持因地制宜,提升农村功能品质,坚持以人为本,提升农村服务品质,坚持由表及里,提升农村文化品质,坚持循序渐进,提升农村生态品质,坚持数字赋能,加快建设数字乡村,坚持生态优先,全面推进绿色发展,坚持系统观念,推动城乡融合发展的对策建议。

The “Ten Million Project” in Zhejiang has profoundly changed the living environment in rural areas,achieving the integration of beautiful ecology,beautiful economy,and beautiful life.Summarizing and promoting the experience of the “Ten Million Project” has important theoretical and practical significance for Shenyang to comprehensively promote rural revitalization and achieve new breakthroughs.By analyzing the constraining factors of Shenyang's comprehensive promotion of rural revitalization,this paper proposes countermeasures and suggestions to adhere to investigation and research,scientifically formulate rural plans,adhere to Party building guidance,carry out “Three Beauties” demonstration construction,adhere to local conditions,improve rural functional quality,adhere to people-oriented,enhance rural service quality,adhere to the principle of “from the outside to the inside”,enhance rural cultural quality,adhere to gradual progress,enhance rural ecological quality,adhere to digital empowerment,accelerate the construction of digital rural areas,adhere to ecological priority,comprehensively promote green development,adhere to systematic concepts,and promote urban-rural integration development.
