Proof of concept:A comparison between China,United States,and European Union

[目的/意义]科技成果转化是全球性难题,概念验证活动有助于降低转化过程中不确定性和风险,提高成功率。美国、欧洲是较早开展概念验证活动的国家和地区,中国近年来也积极采取中国香港地区举措,通过对比分析,旨在为完善中国概念验证工作提供决策参考,促进科技成果高效转化。[方法/过程]本文回顾了概念验证的基本概念与起源,梳理了中美欧概念验证的新近信息和典型案例,从功能定位、业务内容、组织模式、网络资源和政府作用5个方面对中美欧的概念验证活动进行比较,对我国后续开展概念验证工作提出了建议。[结果/结论]概念验证中心在国家层面应设立针对前期前沿成果的概念验证资助项目;支持概念验证中心吸纳社会资本、汇聚外部资源;将概念验证活动融入单位内部生态;鼓励设立概念验证联盟。

[Purpose/Significance]The transfer and transformation of scientific and technological achievements is a global challenge.Proof-of-concept activities help reduce uncertainties and risks in the transfer process,thereby increasing the success rate.The United States and Europe were among the earliest countries and regions to carry out proof-of-concept activities.In recent years,China has also actively implemented related measures.Through comparative analysis,we hope to provide references for China's proof-of-concept work and promote the transfer and transformation of scientific and technological achievements.[Method/Process]Utilizing literature review and case analysis methods,this paper first reviews the basic concepts and origins of POC.It then collates recent information and typical cases of POC from China,the United States and Europe.The POC activities are compared across five dimensions:functional positioning,business content,organizational model,network resources and the role of government.Based on these comparisons,recommendations are proposed for the future development of POC in China.[Result/Conclusion]At the national level,it is recommended that POC centers should set up POC funding projects for early frontier achievements,support POC centers to absorb social capital and pool external resources,integrate POC activities into the ecosystem of organizations,and encourage the establishment of POC alliances.
