摘要
将国家级大数据综合试验区的设立视作准自然实验,基于中国282个地级市2011—2020年的面板数据,构建双重差分模型,实证检验了试验区政策对城市数字创新的影响效应,并从城市区位和行政等级两个方面入手,探究大数据试验区政策的异质性影响。结果表明:第一,大数据试验区的建设能够显著提升城市数字创新能力;第二,通过安慰剂检验、倾向得分匹配法和排除宽带中国政策等方法证明基准回归结果是稳健可靠的;第三,异质性分析结果表明,大数据试验区对东部城市和一般地级市数字创新能力的提升作用更显著。
Taking the establishment of national big data comprehensive pilot zones as a quasi-natural experiment,based on the panel data of 282 prefecture-level cities in China from 2011 to 2020,this paper empirically tests the impact of policies for pilot zones on urban digital innovation by constructing a difference-in-differences model,and explores the heterogeneous impact of policies for big data pilot zones from two perspectives:city location and administrative level.The results indicate that:first,the construction of big data pilot zones can significantly improve urban digital innovation capability;second,the reliability and robustness of the benchmark regression results are confirmed through methods such as placebo test,propensity score matching,and exclusion of"Broadband China"policy;third,the heterogeneity analysis reveals that big data pilot zones have a more significant impact on improving the digital innovation capability of eastern cities and general prefecture-level cities.
