Prepaid consumption can realize the win-win situation between operators and consumers by binding customers with preferential treatment for a long time.However,in recent years,in the process of promoting and applying prepaid consumption,there have been practical problems such as false propaganda,service shrinkage,refund difficulties,merchants running away,and high cost of rights protection,which have caused a series of contradictions and disputes,destroyed the honest consumption environment,and are not conducive to the healthy and orderly development of the prepaid consumer market.The practical obstruction of prepaid consumption can be summarized as the relative lag of laws and regulations,insufficient credit punishment mechanism,gaps in government supervision,loopholes in the management of prepaid funds,and market dynamic risks.The“government-market-society”three-wheel drive model can broaden the ideas of prepaid consumption governance and provide beneficial solutions to effectively solve the problem of prepaid consumption.The research puts forward the realization path of establishing and improving laws and regulations,embedding credit punishment supervision mechanism,increasing law enforcement and accountability,solving the problem of fund management,and strengthening social collaborative governance.
