绿色航运走廊的内涵、特征及河南省推进对策研究

The Connotation and Characteristics of Green Shipping Corridors and the Promoting Countermeasures in Henan Province

温室气体减排已成为全球共识,我国明确提出2030年“碳达峰”与2060年“碳中和”目标,以零碳排放为主要特征的绿色航运走廊建设极为迫切。本文通过梳理国内外绿色航运走廊理论研究、建设实践,研究界定了绿色航运走廊的概念及内涵,在国内创新性提出了绿色航运走廊应具有全过程性、全方位性、多主体性、用能低碳化、碳排放可计量性、政策引导支持性等6个一般特征,以河南为例提出了现阶段推进绿色航运走廊发展的对策。

Greenhouse gas emission reduction has become a global consensus,China clearly put forward the 2030 carbon peak goal and the 2060 carbon neutrality goal.The green shipping corridors construction that aims at zero carbon emissions is extremely urgent.This paper studies on the definition of concept and connotation of green shipping corridors,based on combing the theoretical research and construction practice in domestic andforeign,and propose six general characteristics of green shipping corridors that include whole process,multidimension,multi-agent,low carbon energy,carbon emissions measurement,policy guidance and support.Taking Henan province as an example,this paper puts forward some countermeasures about promoting development of green shipping corridors at the present stage.
