交通强国视角下广西交通韧性发展现状与对策分析

Analysis of the Current Situation and Countermeasures of Transportation Resilience in Guangxi from the Perspective of Building China Strength in Transportation

广西区位优势独特,是中国面向东盟开放合作前沿窗口、桥头堡和纽带,在交通强国建设和高水平对外开放中具有重要作用。基于国内外韧性交通研究现状,分析了加强广西交通韧性建设的重要意义。从广西交通运输行业安全基础、地质灾害风险和新业态发展等三方面论述了广西韧性交通面临的主要挑战。立足广西实际,为进一步强化广西交通韧性,提出了持续推进综合立体交通网络建设、加强交通基础设施本质安全水平、推动交通基础设施向“平急两用”方向深化建设和增强应急保障能力储备等四方面的对策建议。

Guangxi has unique geographical advantages.It is the frontier window,bridgehead and link for China-ASEAN development,and plays an important role in building China strength in transportation and high-level opening up to the outside world.Based on the current research status of resilient transportation,the importance of strengthening the construction of transportation resilience in Guangxi is analyzed.The main challenges facing Guangxi's resilient transportation are discussed from three aspects:the safety foundation of the industry in the region,geological disaster risks and the development of new business formats.Based on the reality of Guangxi,in order to further strengthen Guangxi's transportation resilience,four countermeasures and suggestions are put forward,including continuing to promote the construction of a comprehensive threedimensional transportation network,strengthening the intrinsic safety level of transportation infrastructure,strengthening the construction of transportation infrastructure for both emergency and emergency use,and enhancing transportation emergency support capacity reserves.
